Qualification Description

This qualification reflects the role of first medical response workers or volunteers who provide initial care to patients in outdoor, recreational, and remote environments. These individuals offer basic first aid and emergency responses in pre-hospital/out-of-hospital settings, often in challenging or isolated locations.

This program has been specifically designed to equip students with the necessary knowledge and skills to deliver basic first aid in outdoor and recreational scenarios, encompassing a wide range of conditions and injuries. Through a practical, hands-on approach, students will learn how to improve patient outcomes in environments where traditional medical support may not be immediately available.

The program is tailored for individuals with backgrounds in activities such as scouting, sports training, remote adventure guiding, and wilderness first response. These existing workers bring extensive experience and knowledge in managing emergencies in dynamic outdoor settings. Participants typically hold roles such as outdoor leaders, sports trainers, remote first responders, and community volunteers.

Students undertaking this qualification are often required by their organisations or volunteer groups to formalise their knowledge and skills as part of their role. In many cases, this is necessary to meet legislated or regulated industry requirements, or to ensure continued safety and compliance in their outdoor or sporting environment.

Participants will demonstrate competency through a combination of training and recognition of prior learning, applying their existing experience to meet the requirements of this qualification. The program is delivered with a strong emphasis on practical application, ensuring students can confidently respond to medical emergencies in the field.

Qualification Delivery

This qualification can be delivered/assessed in the workplace or at a facility (outdoor and/or recreational area) organised by the training provider.

Entry Requirements

An individual undertaking this qualification with Allens Training Pty Ltd will need to demonstrate the following to be eligible for entry:

  • Satisfactorily complete a language, literacy and numeracy (LLN) assessment
  • Physical capability to be able to meet the demands of the practical demonstration skills
  • Personal safety equipment as stipulated by the workplace environment

Online study options:  The online learning program can be found in the student portal. Students must have access to a computer, smart phone, tablet or other electronic device with access to the internet to complete the online studies and practical assessment.

Qualification Duration

The enrolment period for the HLT21020 Certificate II in Medical Service First Response is set at 6 months, providing students with sufficient time to complete all course requirements. Individuals with prior industry experience, relevant qualifications, or substantial practical knowledge may complete the course in a shorter timeframe by utilising Recognition of Prior Learning (RPL) or Credit Transfer (CT) for applicable units of competency.

This flexible approach acknowledges the existing expertise of experienced professionals, allowing them to streamline their learning journey while upholding the quality and rigour of the program. Adjustments to the enrolment period are tailored to each student’s background and progress.

This flexible enrolment model ensures the qualification accommodates individual circumstances, supports timely completion, and maintains compliance with training standards while preparing students for industry-specific outcomes.

Performance tasks and practical scenarios:

  • Performance Task – Adult CPR (incl. 2 mins of uninterrupted single rescuer CPR, 2 mins bag-valve-mask and 2 mins compression two-rescuer CPR, defibrillation, selecting and inserting appropriate airway adjunct, managing oxygen equipment appropriately and managing an unconscious breathing casualty)
  • Performance Task – Infant CPR
  • Performance Task – Anaphylaxis
  • Performance Task – Asthma
  • Performance Task – Choking
  • Performance Task – Non-life-threatening-bleeding, minor wound cleaning & shock
  • Performance Task – Nosebleed
  • Performance Task – Fractures & dislocations
  • Performance Task – Sprains and strains
  • Performance Task – Envenomation (snake/ funnel-web spider bite)
  • Performance Task – Hyperthermia
  • Complete a first aid incident report form based on the simulated first aid scenario
  • Simulated first aid scenario – first aid response in a remote site (incl. Basic triage for a multiple casualty incident (hypothermia, life-threatening bleeding (using tourniquets and haemostatic dressings), and head, neck and spinal injuries)
  • Performance Tasks – Manage life-threatening bleeding and provide oxygen
  • Complete a first aid incident report based on Performance Task – Manage life-threatening bleeding and provide oxygen
  • Performance task – Maintain resuscitation equipment

Theory assessment: A written assessment consisting of multiple-choice and short-answer questions.

CHCDIV001 Work with diverse people

Performance tasks and practical scenarios:

  • Respect and recognise the needs of people from diverse social and cultural backgrounds in three (3) different situations
  • Select and use appropriate verbal and non-verbal communication 
  • Recognise situations where misunderstandings may arise from diversity and formed appropriate responses
  • Deliver an informal information session to new staff reflecting on their own perspectives of diversity

HLTINF006 Apply basic principles and practices of infection prevention and control

Performance tasks and practical scenarios:

  • Manage exposure to body fluids
  • Manage exposure to a sharp, blood and a needlestick injury
  • Document risk and incident to supervisor

HLTWHS002 Follow safe work practices for direct client care

HLTWHS006 Manage personal stressors in the work environment

Performance tasks and practical scenarios:

  • Manage two (2) workplace stress situations:
    • Colleague work performance
    • Upset family member
  • Complete the tasks in line with Federal/State/Territory regulations, codes of practice and work health and safety (WHS/OHS) guidelines and workplace or site procedures.

Documentation: 

  • Complete a Personalised Stress Management Plan 
  • Complete a Stress Management Evaluation form

Theory assessment: A written assessment consisting of multiple-choice and short-answer questions.

PUAEME008 Provide pain management

Performance tasks and practical scenarios:

  • Two (2) pain management and handover to paramedics scenarios (Options include: Aspirin, Paracetamol, Ibuprofen, Methoxyflurane or Entonox)

Documentation: 

  • Drug register log
  • First aid incident report form

Theory assessment: A written assessment consisting of multiple-choice and short-answer questions.
